Scott, airports are a unique situation as far as national and airplane security go, so volunteer opportunities are very limited. I read that in NYC the NY Department of Environmental Conservation will be working with the airport authority. They're the ones who administer local banding permits, and it will be banders who are allowed to work with the snowy owls.

Wonderful blog. I saw two birds last year (2012), a male at Jones beach, and possibly a female or immature male at breezy. Would you happen to know how to get involved in helping to relocate the birds from the airports (volunteer or otherwise). I have been working and volunteering for the NYC Parks department for the past three summers protecting Piping Plovers.
